Offers more leverage and better arm angle when grinding up those hills. Flare isn't quite as extreme as the Salsa Woodchipper bar. Great bar! I've used several "flared" bars on my randonneur bikes over the years, and this is as good as any.. and costs less!

Will this bar work with my existing 29" Stumpjumper mountain bike stem and brake/shift levers

No, the diameter of this bar where your brake and shift levers would mount is 15/16", like any road handlebar, and that is bigger than the diameter where the brakes/shifters mount of a mountain bike handlebar, which is 7/8". Your mountain bike stem, assuming it fits 31.8mm clamp diameter bars, would still work with this bar. So, if you want to use this drop bar with a mountain bike, you would need to buy different brake levers and shifters. A not very good alternative is to get the Soma Gator drop bar; a portion of the drops (the last 160mm of each end of the bar) is 7/8" and would fit mtn shifters and brake levers, but doing this would relegate you to riding primarily in the drops.

Is the width measurement from center-to-center or edge-to-edge? Also is it taken on the top width of bar or the flared bar ends?

​The measurement is a center-to center measurement and is derived from where the center of the brake mount would be (see brake mount gradients on the handlebar).

What is the difference between the Cowbell 3 and the Cowbell 2?

The material has been updated on the Cowbell 3 to a 6061-T6 double butted alloy instead of the 7050-T7 double-butted aluminum from the Cowbell 2.
