Temperature ratings are intended as a guideline to help you compare products, rather than a guarantee of warmth, since many different factors contribute to your comfort while you sleep. Backpacking bags are typically rated for temperature according to an independent testing protocol—currently International Organization for Standardization (ISO) 23537, though some older items followed European Norm (EN) 13537. Testing is based on a person wearing one base layer and a pair of socks, sleeping on an insulated surface with a minimum R-value of 5.38.

Each bag then gets 2 ratings: the Comfort rating is the lowest temperature at which the bag will keep the average "cold sleeper" comfortable, and the Lower Limit rating is the lowest temperature at which the bag will keep the average "warm sleeper" comfortable. Some brands determine their own temperature rating by aligning to the Comfort rating for women’s bags, to the Lower Limit rating for men’s bags, or somewhere in the middle for nongendered bags.

Nice, but remember this...

I have earlier model - I like the quality. I am 60 years old man and to my mind right comfort value is about +10 degrees celcius, about 50 fahrenheit - not -3 or -9 celsius degree if you are man. know, that the test person is average 25-years old, so if you are older you must find warmer sleeping bag if you trying to sleep nicely, when it is a bit cold weather.

the only bag needed

I've owned and used many many sleeping bags. I still own many bags, probably too many. Some are super light and compressible, some are super warm and protective in the gnarliest conditions. After using this bag on a couple of trips, I can already see that it may soon become the only bag I need, and may ever need. It hits such a sweet spot in so many ways. It’s amazingly light and compressible for how warm it is. The 15F temp rating seems too low. I feel like it’s warmer than other 15F bags I’ve used in the past [including an older phantom 15]. and impressively, the fit also seems roomier than other bags i’ve used in this temp/weight class. The lining fabric is super buttery soft and the black color not only feels warmer [i assume because it absorbs more heat? maybe this is just perception], but it also seems to dry out much quicker when flipped inside out in the morning. I’m not sure what i’ll do with my other sleeping bags, but at this point the only bag I need [and want] to be using is this one.
