Reason why strap is behind license plate being theft is not credible as it takes a Philips head to steal any plate. If someone's intention is to steal they will. Just make the same one with straps on the outside. We use our bikes daily, not going to take rack off and on daily. And not necessary to take plate off everytime I need to adjust placement for when rack is up or down. Design flaw all around
Product as expected but
One of the lights didn't work when I received it. No answer from Thule as what can I do, ideally without returning the whole license plate holder. The rest is as expected.

Useless.
Product is poorly designed. I purchased a Thule T1 rack, which obscures the license plate in both the deployed and non-deployed positions. State Police indicate it can cite if a license plate is obscured. Thought this Thule holder would address that issue -- Thule's technical support initially relayed that to me. Unfortunately, the plate needs to be removed from the rack and bike (both, for a single trip to your destination) and that requires, on each occasion, for you to remove the screws and plate in order to un-do the straps so the plate can be re-positioned when the rack is deployed (when you are ready to get on the road with your bike in the rack) and then non-deployed (e.g., when you get home). If you purchase this product you are looking at a big hassle. And... I didn't even get as far as figuring out how to use the wires to illuminate the plate, another step, which must be performed should you be returning in the dark.

Good enough. It's made of durable plastic, heavy-enough duty buckle straps, and a long connector to the tail-light port. As has been noted, if you use it as directed and secure the buckles between the holder and the plate, you'll have to take the plate off each time you need to move the thing (e.g., when the back rack is in use versus folded). So keep a philipshead in the car! That said -- unless you live in a location where stolen plates are likely, it's also fine to simply fix the straps with the buckles on the back of the holder. You do need to remember to tighten them every ride, but that's not really a burden. I wish it was cheaper, but the ticket for having an obstructed license plate is a whole lot more where I live.
Works Great
I installed the license plate holder in such a way that I can simply turn the holder to display the license plate when the rack is up or down without removing the license plate. This way I can keep the bike rack up when not in use and my license is displayed. When the rack is down I spin the holder to display the license. This method works great. However, once my trip is over I remove the bike rack and reinstall the license plate back on my vehicle.
Not secure
Just bought this but still not moved my plate to it till I figure out how to lock it with a secure metal lock strap. Having you plate attached with a Velcro strap doesn’t make sense a thief can steal it in seconds.
Hello Roxy, Thank you for reaching out! The Thule License Plate Holder is designed to be easy to remove so it can be swapped between bikes as needed, and the license plate easily restored to the vehicle when done travelling. Thule recommends replacing it onto the vehicle when not in transport.
Not easy to use
Switching the plate between down position (w/ bikes) and up position (w/o bikes) is difficult. The strap mechanism is behind the plate. This forces you to remove the plate each time.

Thule recommends removing bike racks from the vehicle when not in use, to prevent additional unnecessary wear and tear on the carrier, and to prevent obstruction of the license plate. Because of this, the Thule License Plate Holder is really only necessary while a bike is installed on the rack. The strap system is mounted behind the plate specifically to make it more difficult to remove as additional deterrence against theft and accidental release.
Easy to use!
This license plate holder is easy to install and uninstall. Works great!
