smaller than listed volume?

We got a small for my wife. It seems much much smaller than 22L. Too small for our needs. Is the small also smaller in volume? Very disappointing. This bag, fully packed, fits inside her 24L terravia tote with tons of space left over. It seems more like a 16 maybe 18 liter pack. If there is a different volume for each size, it should be prominently displayed!

Not impressed at all

I also agree with the other review that the volume "feels" or "seems" very smaller than 22L. I purchased this thinking that I would really enjoy it but everything about it was very subpar. Small volume, small hip pockets that can only really fit little snacks or a chapstick, a smaller phone will fit but you have to stretch out the mesh and it's uncomfortable to put in and pull out. The water bottle holder on both sides were too high up so everytime I wanted to pull out the water bottle, I had to take off my pack which was very inefficient and annoying. The hiking pole loop/holder was fine but not user-friendly in the way that the bungee cord up top was not tight enough to secure it. The outer bungee cord was nice because it was a easy place for me to store a jacket or a hat, just stick it under. Lastly, I believe the back ventilation is terrible! Even though i hiked on a colder day (around 50 degrees), my back got SO HOT! I had to constantly readjust to get some air under the pack and it was uncomfortable. I will return it and look into an osprey. The Patagonia brand name and exterior design looks good, however, the functionality, comfortablity and user-friendliness is not there.
