Measures narrower than specified and poor grip

I was very excited to try this tire as testing indicated it had better rolling resistance that similar tires I've ridden but I was very disappointed in the tire's performance. First, it measures much narrower at about 2.25" on a 27 mm internal rim compared to the specified width of 2.4". Even the width of the tread is far narrower than tires from other brands with similar specified width. I also found the tire to have poor compliance and grip, both climbing and corning traction. Reducing the tire pressure 2-3 PSI from what I normally ride helped, but then I was getting rim strikes. I ended up switching back to my previous tires.
