Do these actually lock with the Rail Grab Towers? It looks to me like you could just unscrew the exposed knob on the inside and loose the bars and remove them, basically making the lock useless. Is that possible?

The SKS Lock Cores will lock the Yakima RailGrab Towers. They work by locking the RailGrab front cover which conceals the rear claw tightener, so thieves cannot loosen the rear claw. I already have some locking Yakima accessories with SKS cores. Can I order a new 4 pack from REI with the same lock core number -- so I can use the same key for all?

REI cannot provide keys with the same numbers, but Yakima can. On the Yakima website homepage there is a link for "Getting keys & cores". Click there and enter your key number.
