More than a plastic sleeve!
A lot of rain jackets are pretty very uncomfortable on the inside - plasticky or weird mesh. Very uncomfortable when you are active outsdie. This is light enough for different conditions but doesn't feel like covering your kid in clammy plastic. Good looking too. My guess is it's on sale because the brand is less familiar. Better quality than other brands we saw in store.

Great jacket for a child or a small adult
I'm a 5'2" woman and this rain jacket is meant to be a child's (probably boy because the other color was bright pink). I bought it because I like the sleeves to be shorter than they are on adult-sized jackets. It's a great jacket and I've had ample opportunity to test its rain-worthiness, having several days of rain right after my purchase. It performed perfectly in a hard rain, the hood completely covered my head and the water beaded up on the jacket so it was never permeated. I love it.
