Sneaky Advertising Tactics

These toddler snow pants were located hanging on a stand with a large 70% Off on the table. Once at the register, I was informed that the sign included in "small" print - "up to". I would almost expect this type of advertising most places. . . . .but not REI. The CSR that helped me was very friendly and very kind. The manager that was called in the assist; not so much. She offered me 25% off. I just don't understand the sneaky advertising tactics from REI.
