Measurements are stated in inches unless otherwise indicated. Size chart values represent body measurements, not garment measurements.
SHORT: Some pants are available in short sizes, which generally means an inseam that is 2.5 inches shorter than regular sizes.
TALL: Some pants, shirts, jackets and parkas are available in tall sizes, which generally means an inseam that is 3 inches longer and a rise that is 1 inch longer, a shirt or jacket body that is 2 inches longer, a parka body that is 2.5 inches longer and sleeves that are 2.5 inches longer than regular sizes.
Capri or cropped pants have an intentionally shorter inseam—reference the technical specs instead of this chart.
Inseam is measured to the floor.

I've been prepping for a winter trip to a cold, northern climate and had spent literal months buying, trying, and returning different jackets and coats that ticked enough boxes for warmth, versatility, ease of movement, etc. I really thought this was it, as it seemed to have just about everything I wanted except for the two-way zipper (which, after months of fruitless searching, I was ready to concede). Tried my usual XL size and it fit fine, but it felt like layering might cause it to be tight. Moved up to the XXL and it felt relaxed enough to wear a fleece or sweater under it without becoming constrained. But those sleeves, though. I told myself, "it's just the store; let's get it home and try it with what I'd expect to be wearing." Nope. Despite adjusting the cuff, a sweater underneath, and putting on thicker gloves, the sleeves were just annoyingly long and I'm a guy with long arms (36/37) who usually complains about sleeves being fit for a T-rex. Adjusting the cuff only made the cuff bulk and uncomfortable and when I tried an XL again in the store after returning the XXL, the sleeves still felt long. Too bad. So close to being near-perfect for my needs. For someone very slim with long arms or a ski-bound orangutan, this could be a winner.
It wasn't so warm. At 32 degrees I was very uncomfortable even with extra layering. I like the jacket but keeping warm is important. Sizing is bigger than normal especially at the sleeves. At least REI has a good return policy so all is good.
There's probably no better winter jacket near this price point. The shell is tough enough for real world use, but not excessively stiff or heavy. I'm 5'8" 145lb and size small fits perfect with room for winter layers. There's plenty of length for someone taller too. My only criticism is the chest pocket is a little odd, it fits a phone but it would be hard to reach down into it for a small item.
This is a nice and versatile jacket. Always love the 3-n-1 feature.
