No, I do not recommend this product
Yes it is of decent quality, but unfortunately after checking with Rei to make sure that it would indeed fit on my newly purchased Rei co-op 1.2 mountain bike, it was a struggle to get on and in my opinion it did not look all that great afterwards. I called the bike shop and was told that I could bring it in along with my bike and have it installed or I could watch an install video and do it myself. Either way the bracelet would need to be bent to fit and so that is what I had to do. I will keep it because it was too much of a pain to get on to take off but if I had known I would not have purchased.

Easy to mount and works with Topeak MTX Bag
No, I do not recommend this product
This is my 2nd Topeak rack. Fairly easy to mount and works great with Topeak's MTX system bags. However, I do have an issue with REI. Their web page for this states "Integrated spring clip helps conveniently secure lighter weight cargo." This rack does not have a spring clip. I've decided to keep the rack anyway, but it is a bit of a disappointment. If having a spring clip is important to you, do not buy this particular rack from REI.

Too small for a 29x3.0"
No, I do not recommend this product
Quality seems fine. For a product that purports itself to be "one fits all", it is indeed not. There is not enough clearance to accommodate a 29x3.0" tire on my Surly Krampus. Maybe other eyelet placements will work, but not mine
