Lightweight with ample capacity for bike packing.
At first I thought the pannier seemed a little small. However, after I began to place items in the 2 stuff sacks provided and into the pannier I was extremely surprised that it would hold my entire sleep system with ease. It has a 20 pound capacity which I did not come close to exceeding. The pannier was also more than adequate for carrying extra clothing along with my cook system, water filter, towel, first aid kit on a few other odds and ends. The pannier is very well constructed and the material appears that it will hold up well to normal use for this type of application. The pannier should also prove to provide suitable protection of your equipment during wet weather. I will be purchasing a second one pannier. With these 2 panniers and a pack for the top of the rack to carry food, I will be able to carry all the items I need for a bike packing adventure whether it is a weekend or several weeks. This is an excellent pannier.
Good value overall if good fit for your rack/bike
Overall, quality feels good, durable. Water resistant. Yes, it's a little weird that it's not symmetrical or made in left/right pairings, but functionally not a huge issue. the little extra hooks on top are handy for cargo net securing extra stuffs on the top of the rack. This is not a bag you want to have to take on and off a whole bunch, but those hook and loop straps also make for a very quiet ride once secured (my rec, drop in a large ultralight drybag if you want to easily remove and haul, with extra waterproofing). Have not tested many miles yet yet, but mostly wanted to add some notes on fit for those wondering if it's the right bag for them: See attached images for some dimensions. Important to note that the attachment points are, on the top, above the orange rings. The diagonal straps are a bit more flexible with exact placement, but you want the point of contact as near the top as possible. Fits neatly on Axiom DLX Streamliner Disc Cycle Rack but only around the v-shaped part. I have both mounted on a Kona Dew DL. No issues with heel strike etc. Axiom lists the rack's tubing size as 10.22mm diameter. The pannier's single hard-plastic hardware component fits, but snugly. I would caution those with fatter tubing racks to test in store. Could not get it to work on PDW Everyday Rack because of the position of the two lower diagonal hook and loop straps. This was a bummer. Internally, also pretty good showing. For commuting mode, I can comfortably fit my 13" laptop (~12x8.5x.6") in a robust padded case, plus a bunch of other things, and still roll down the top. For grocery mode, I can't quite seem to put a typical grocery bag (e.g. Trader Joes reusable "states" bags) inside if it is packed full/squared at the bottom, but can fit about the same amount of contents if I load directly inside (and a little more than a typical bag, if I don't roll down the top).
Small But Mighty
Small buy mighty pannier! This is a great bag for me because I am a smaller female and the bag doesn't get too bulky when riding trails. Repels water and easily wipes down. The top folds down three times for water-tightness. The two extra small bags allow me to bring some extra shoes or organize my snacks.
I love these panniers, but they barely fit my bike
I just used these panniers for the first time on a 5 day touring trip from Washington DC to Pittsburgh PA. I really like these panniers, they hold a lot of gear, come with useful stuff sacks, can fit oddly shaped items, can cinch down if you don't have them packed full, have loops on them to lash other gear, and the side pockets are perfect for tent poles or other items. They stayed very secure every day, and weren't too difficult to remove either. Our last day was 77miles in the rain, and I hosed the bags off when I got home, and while it seemed like there was some moisture in between the two layers of fabric, all my belongings were still dry inside. The reason I'm only rating 4/5 is because they seem to be very particular about which bike/rack setups they work with. Like other reviewers have said, there's a chance these won't fit your rack or if they do, they might hit your feet or something. Just seems like the bottom two velcro straps would work better if it were just 1 strap in the middle, like most other panniers. I use these on a Front Tubus Tara rack and it just barely works and I'm only able to use 1 of the bottom velcro straps. REI, do one long horizontal velcro strap on the bottom and these are perfect.
Excellent product
These REI brand panniers are well designed, with great attention to detail, at better price compared to the expensive German panniers. They attach with Velcro straps, which require a little more work and effort. But, this has 2 distinct advantages- 1. No one is going to walk up to my bike and take the ~15 minutes required to figure how to remove the Velcro attachment panniers from the frame. For the other expensive German panniers, one can walk up to a bike, easily unlatch the bottom attachment mechanism, lift the handle, and walk away with the bag, all in about 5 seconds. 2. The Velcro attachment straps are quiet compared to the other panniers that have plastic or metal attachment mechanisms. I ride my bike over a variety of terrain, much of which is bumpy. The REI panniers are quiet. No clinging and clanging of metal or plastic attachment mechanisms as the bike goes over bumps.
Perfect!
I have about a dozen sets of rack bags. I use them on all of my bikes, for grocery runs, shipping trips. I bought one of these last year and find myself using it more than any other bag a had. It compresses to nothing and will fit plenty for my needs. I recently just purchased another one. REI design team, this is a winner for sure

So Far, So Good
I bought these to go on a seven-day bikepacking trip with my daughter. I loaded all of our gear into these and the associated seat pack and we both only had to carry a few pounds in each of our backpacks. They held up well on packed limestone and gravel for several hundred miles. We were only rained on for a few hours on one day, but these combined with the dry bags protected our gear well. All in all, you can't go wrong with these at this price point. I only expect to bikepack like that two or three times per year and I fully expect these to hold up. I'm actually looking forward to using them on a solo trip.

I bought two of these bags for a weekend bike tour and they worked perfectly. Very easy to use and ample space for an overnight trip. Great product at a reasonable price point!
Great for my first attempts at bikepacking
These panniers are just what I was looking for: somewhat small, with a pocket for carrying tent poles vertically, robust, and with a good attachment system for traversing rough trails. I attach them to the front of my bike with a Tubus Grand Expedition Front, which allows the four velcro loops to securely attach. After I empty the panniers at camp, I can cinch them down and go exploring. I don't believe the listed carrying capacity of 18L: when you compute the volume, it is around 13L, and that seems to be my experience (maybe around 14L), but how do you measure for sure? I've carried firewood several miles down a gravel road in the panniers (while protecting the bags with cardboard), which proved their robustness even more to me.
