Far from waterproof

Got this for my kid to walk to school when it's raining. He came home soaked because it seems the shell is not waterproof but actually holds water. The entire jacket was soaked and heavy from the rain water it was holding. I was disappointed in seeing this as I have the resolve and it repels water pretty well and thought it was the same material. Will have to get him another rain coat.
