Is it REI or Electra at fault?

I bought the bike at REI on October 5th, the person who I purchased the bike from put the purchase on someone else's account (which was a bit shady to start with) this was fixed after I realised and contacted REI. Since then I have been at REI every week, spending more money on the bike for repairs. I had 3 flat tires, one each week at the same place on the tube, which I was told it was somehow my fault, although it is clearly a bike issue. It turns out the rim had some kind of burr on it, which has now been filed down,so starting week 4 of ownership the tire is not flat, small victory, yay! Now the 4th week of ownership, the gears won't change, I have a feeling it was the last tube change, as the shifter wire is sticking out not attached (see photo). OMG, is this is ridiculous! I have to go back to REI a 4th time, I am exasperated to say the least. Can I please ride this bike for a whole 5 days in a row, if I didn't have to take this bike in to REI every week I may actually enjoy riding it. I am questioning my purchase of this bike
