The Racktime DOUBLEit panniers are designed similar to a horse saddle. They're a great solution for weekends in the city.

DOUBLEit panniers are connected in the center with sturdy carry handles that pack cleanly away when they are on the bike
Each pannier has a main zip compartment with 2-way zippers and an exterior zip side pocket; 1 pannier has an interior zip pocket
Reflective piping increases visibility in low light
Includes a raincover and an exterior stash pocket for quick access to the raincover
Comes with a SNAPit mounting adapter which requires a Racktime carrier, sold separately

Bought these about a month ago. The Racktime system is great, All their stuff is 1st class. These bags have a rain cover sewn in. I cut mine out so I could wash them. The size is a little smaller than I had hoped (read the CC) but they're really great bags. The Racktime "Secureit" is a must so you can lock the bags to your bike. They pop on and off so easily and carry fairly comfortably in "Handbag mode" so I never leave them on the bike when i walk away from it. They are inseperable and I wish the zippers were YKK. Other Than that, Buy Racktime and buy for life. It's that slick. I just ordered another Beige set for my Trek 2nd district. making it my 3rd Racktime Equip bike. go to their webpage or a local store and check out how it all works. You'll be sold the minute you pick them up.
