I bike commute daily from Bothell to Seattle and need a pannier that can carry my work dress clothes. This pannier does a good job of meeting my needs. I'll detail some of what I like and what could be improved.
The good: Very waterproof compared to other garment bag type panniers. Lots of interior pockets. Nice padded laptop pouch inside. Cavernous exterior pockets and sturdy carry handle. Overall well built with lots of room. Keeps my dress shirts from wrinkling.
What could be improved: Doesn't fold over the rack real well and the mounting velcro is awkward. Now that I'm used to it it works well. At first it had a lot of heel strike until I moved it back on the rack. I worried about it hanging so far off the back, but it hasn't slid and I go over some pretty bad root bumps. Would be helpful if the exterior pockets had some inner mesh zippered pockets to carry things like a wallet, badge, etc. Finding things like your keys can be hard because they are so big. Oh, and it's heavy, but that's the price you pay for large and waterproof.

I bought this with the intent of using this instead of a messenger bag for my commute to work. I liked the idea of a bag that draped over the rack thinking that it would be easier to pack my work clothes. [...] suffice to say it didn't suit my purpose. The mounting to the rack was not immediately intuitive but I really did not spend much time sorting that out once I determined that it wasn't going to work for me.

I used this bag every work day in a rainy Seattle May for my commute and held off on this review until I felt that I had ridden it enough for an informed commentary. That said, my review comes from a commuter's perspective as opposed to that of a distance tourer.
The results: I'm very pleased. It's one of the only products that can handle my massive 17" work laptop (that's bigger than they spec, had to bring my machine into the store to be sure it would fit before I bought the bag). Some experience with panniers required when loading heavy objects obviously--balance is critical. Everything has stayed wonderfully dry in some of the wettest rides of my life.
Only knock from 5 star status is the mounting bungies. Bag fell off once or twice until I figured out how to loop the straps around my rack so the bungies are under a lot of tension even before hitting the road. More of a problem when the bag wasn't loaded up.
It'd also be nice if it came with a shoulder strap for off the bike use. It's a bit of a nitpick--POE went through the trouble of putting mounting hardware for a strap, so it's not a big deal to grab one from another bag or find one somewhere. Would be nice to include it though.
I recently upgraded to a Surly LHT touring frame with long wheelbase, so the heel strike issue was non-existent. But I rode the first 10 commutes or so on a compact Giant OCR3 and once I slid the bag as far aft as possible, heel strike did not occur even there. As you can see, the bag is cut to minimize heel strike.
Another plus, bag has great visibility with reflective markings all over the back and sides.
In short: awesome product for the commuter, well made, holds up, exceptional waterproof performance (trusting my $3k laptop with it), handles a really full load, easy to load and unload, super adjustable and versatile, you could even strap stuff to the top or get creative with extra bungies, investment required but you get what you pay for. Learning curve is steep on mounting to the rear rack--put in the time to get a snug fit and it'll pay off.
