A signal mirror has to be a decent (minimum) size to work effectively, so I wouldn't go much smaller than this. The ACR Hotshot Mirror is a quality unit with not only a sighting hole, but a coloured optical "red dot" which makes aiming much easier. The strong, smoothly beveled Lexan composition is both lightweight and durable, though I wish it included a sized-to-fit padded case to protect it from scratches. If you compare mirrors, watch out for cheapies with unfinished edges, reflective backings that are badly glued on, and composition with materials that are either brittle (glass) or bendable/dentable (metal). Once you locate signal mirrors in the same class as the ACR Hotshot (most at comparable cost), then just consider you get a bonus whistle and a little float device (just in case you drop it while over water). It's a good deal.

Everything in the previous review is accurate and cogent. I'd like to add the caveat that mirrors in general are limited in when and where they work. Also, you cannot communicate with them, only attract attention. Even under ideal circumstances random flashes are unremarkable, especially over water. You have to hold your aim for a long time and hope someone identifies it as mayday. Thus the sighting dot on this unit, which seems a gimmick, is bang on excellent. This is a robust, trustworthy device that won't come out of your emergency kit bent, delaminated, fogged or broken, and will actually accurately aim a bright beam. It is worth bagging to protect the face, but that's easy.
The whistle is good for its size and everyone should always carry a whistle. And the float? If it didn't have one I'd add one because I'm usually over deep water and when I'm not it weighs practically nothing.
ACR, as usual, has provided the minimum functional rescue tool for a real emergency. You don't need more; you don't want less. We're lucky to have them.
That said, I also carry a honking big red laser, which looks like nothing else out there, works in any light including pitch black, and can roughly flash in threes by arcing past the target.
