With a 7 1/4 hat size and far from a football player's neck it is simply too small, especially around the neck area. If you have a medium hat size and a petite neck it would be great.

In wet weather it keeps me dry, in windy weather it keeps the wind out and in cold weather (sub 40 F to well sub 0 F) it helps to keep me warm. I find that it fits me (7 1/2) well, even with a thermal beanie or balaclava underneath. It also fits well under a helmet. I can imagine some folks finding the neck tight - but only if they try to completely overlap the two ends. I usually just overlap the ends very slightly except in the wettest or the coldest weather. In that case it does feel a bit tight, but tight is what keeps out the wind and the rain.

I was looking for a Balaclava style rain hood that would serve for heavy weather kayaking conditions, and that would fit over a garment Balaclava or hat. This comes nowhere to suiting that purpose. Another problem, which has been pointed out, is that the neck size is too small perhaps except for women and small-sized men. Consequently, I returned it.

I bought this hood for the coldest and wettest of days riding here in Seattle in the middle of the winter. It's mostly been left off my jacket because the neck part doesn't close well (too short material) And it obscures my peripheral vision and seeing is life itself when commuting.
I do use it when it's really really cold and raining. I also wear a thin wool balaclava under it to keep my head warm. And I have to leave the neck part open which does let in some rain, but my ride is long so it's hard to tell which water is rain, and which is my own sweat by the time I get to work.
It's not really worth it though and if I didn't have it I wouldn't buy it again for the little use it gets. (I do use it at lunch time with my bike jacket if I have to go out in the rain.)

I can't quite figure out this hood. It seems to flop to and fro around my head. When velcro'd down to the jacket collar, it seems to pull the hood off my forehead with every neck movement....not enough lenght in the neck fabric. I'd rather wear a plastic bag over my head. A bad purchase. But the jacket it goes with is great!
