SHORT: Some pants are available in short sizes, which generally means an inseam that is 2.5 inches shorter than regular sizes.
TALL: Some pants, shirts, jackets and parkas are available in tall sizes, which generally means an inseam that is 3 inches longer and a rise that is 1 inch longer, a shirt or jacket body that is 2 inches longer, a parka body that is 2.5 inches longer and sleeves that are 2.5 inches longer than regular sizes.
Capri or cropped pants have an intentionally shorter inseam—reference the technical specs instead of this chart.
Inseam is measured to the floor.

I bought this jacket when my Schöffel parka started falling apart after 15+ years of faithful service. So far, this has been a great jacket for a midwest winter. The shell and the liner are great on their own and combined, they're very warm. My only gripe is the way the liner fits ... the fleece-like lining in the sleeves make it somewhat difficult to pull over a long-sleeved shirt, pushing the liner sleeves outside the cuffs. I've found that putting on the liner first, then putting on the shell solves this, but it's not ideal, hence the 4/5. Otherwise, I hope I get another 15+ years out of this jacket.
I'll get my major complaint out of the way. The hood. The tightening chords on the hood do not stay in place when pulled tight. I tried the locking channels built into the hood but they did not work. The jacket and inner jacket are awesome though! Kept me very warm in -10 deg C, even with a wind chill coming in. I loved how to inner jacket had clips so that it stayed in place with the outer jacket. Would buy this jacket again and recommend it to others. I would recommend that if your going to use/need the hood that you buy chord stoppers.
I've worn this jacket skiing in Colorado with 20+ MPH winds and low temps. Not only did I stay dry, but I stayed very warm with just a t-shirt on underneath the coat. I used it just yesterday in Virginia with 40 MPH wind gust and low temps and again stayed very warm. The only thing I can say about the jacket that I don't like is not being able to keep the hood pulled down easily. The cords once pulled tight do not have a locking system, so you have to tie a knot at the end to keep the hood pulled tight.
I had a list of requirements for a winter jacket that I had a hard time finding in one product, until this one. Those requirements were: waterproof, has a hood, has an exterior chest pocket, has a liner that is not entirely mircofleece (because of inevitable pilling), has a two-way front zipper (for easy access to pants pockets and comfort when seated), doesn't cost more than $150. The two-way zipper was the most difficult one to find in a jacket. I'm not sure why; I think that should be a feature on all longer jackets. I had a couple reservations about this jacket based on online images, but was relieved the gray was darker than pictured (I usually pick black) and the pocket flaps don't seem as dorky in person (maybe more military/industrial). In initial use I can confirm the liner is pretty "grabby" and putting things on in layers may work better, as another reviewer described. The liner is also a little tight around waist / hips, so I may try the shell in combination with other jackets and liners I have. The final plus is that, unlike some cheaper jackets I've owned, it passes the beard test. That is, my coarse beard hair doesn't get caught in the tricot lining.
I got this jacket in the fall of 2014 and wore for skiing all last season and this. Still in perfect condition. I often ski without the liner jacket and have never been cold. The liner jacket is great for every day use around town or hiking. I live in Utah and it gets fairly cold, so I user the liner for non-skiing and the parka itself for skiing and when it's storming. I almost never use both together, only on the coldest ski days. Highly recommend.
Another great jacket from REI. The 3-in-1 capability allows you to go from early fall all of the way through winter with the same jacket! Both the inner and outer layers have good insulation. Very happy with my purchase.
Great coat. And the fact that it comes with an liner coat on the inside makes it two coats in one, which is awesome.
