I needed something over my pants to help keep me warm for winter hiking/snow shoeing in Rocky Mountain National Park. For me ski pants don't work because I usually get warmer as I hike and I can't take them off.
I hiked there 5 days in January, 2013. Some days there was a wind chill below zero with 40 mph winds. I wore my hiking pants, light flannel pants and these rain pants. Perfect! When I got hot I unzipped them and when we stopped or I got cold I zipped them back up.
I bought them larger than normal so I could get pants under them and still hike.
The down side is the waist. Because the pants were big the waist was way too big. Luckily I wear a waist pack rather than a back pack. I would make sure the rain pants were pulled up high before attaching my pack. Another option would be suspenders I suspect.
They have a thin lining which I wish they did not. I think they will be too hot for summer use but we will see.

the tabs don't really hold. You can use them to get a snug fit in the waist - but they don't hold too well when you start moving. Have been looking for a breathable, windproof, waterproof and comfortable pant that I could wear over some fleece pants for winter weather dog walking, shoveling, etc but that aren't ski/snowboard pants or hot sweaty thin rain pants. Haven't found them yet.

I wore these as an outer layer during a November backpacking trip in the Adirondacks. They were comfortable, added warmth without being heavy or bulky, and kept me dry. Also, when it was windy, I couldn't feel a thing. The full-leg zips were good for being able to take them off over my boots, although, at first, I kept accidentally unzipping the side of my pants instead of my pocket.
I should note that I ordered a size larger than my usual, thinking that I might need the extra room if I were wearing them over other pants. The fit is pretty easy, and the velcro tabs on the sides make it so that you can easily make the waist larger, but not smaller. Since they were a tad too big, my pack was sort of pushing down the back waistband over time, and that was sort of difficult to adjust. However, I think it would have been perfectly fine if I had purchased my normal size.
