Anyone out there have issues finding women’s hiking pants that fit an althetic and very small waisted person properly? And no spandex is not an option. I’ve tried all the normal high end brands with no luck.

Unfortunately, there aren't many offerings for fitted pants currently on REI.com at a size 00, or 23-25" waist. The REI Sahara Lined pants are available in a 0, which is for a 24.5-25.5" waist.
I was, however, able to find some more availability of the Prana Halle Straight on Prana's website in a 00. According to their size guide, their size 00 is for a 24" waist. This pant also comes with an internal drawstring so you can customize the fit a bit better. It's not a winter hiking pant specifically, but it can be layered-under with some thinner baselayers like silk for snowshoeing in good conditions.
