@Montblanc, this is a tough one; within the REI system, I don't know of many women's options that have 2 cargo zip pockets...that said, the REI Sahara Convertible pant, which comes in petite, regular and plus sizes and in 3 colors, does have 2 zip-up cargo pockets, easily deep enough for a regular-sized wallet but questionably big enough for an otterbox with a smartphone. If it's not possible for you to stop by your local REI and test it out, you could always call any REI store and ask an employee to test the fit of the otterbox in one of the zippered pockets for you!
