What is this? Help identifying an Osprey piece.

What is this?  I found it on the floor next to my gear I was trying to pack.  It has the Osprey Logo on it, but I can't find anyplace on my backpack where it might fit.

I believe that may be a piece of the hipbelt. What kind of pack is it? The model name is usually located near the bottom on the pack.
