Plastic REI Outlet thing on the front of every sale mailer... Really?

So, I just got back from a couple of weeks in the mountains, and discovered my usual REI sale thing waiting for me at home... With the usual plastic thing glued to the front promoting REI Outlet. Is it really necessary for it to be plastic? That renders the mailpiece unrecyclable, unless I tear it off first. Why is it necessary at all? Why not just print on the cover?

REI is supposed to be better than that...
