Where do I enter the "Ship To" information on the gift card web page?
how long does it take to get an answer? Is there a phone number where I can talk to a real person?

The gift card buying process via REI.com is a 6-step process, you can add/change shipping information in step 4. Under step 4 titled, Items to ship, you’ll see on the left side the shipping to information. The shipping information will default to your billing information. However, right under you’ll see a link to change the shipping address if you want to send it to a different address from the billing one.
