$20 gift card promotion - does purchasing a gift card work?

I see there is a promotion running through July 27 where if members spend $100 you get a $20 gift card. Does that apply if You spend a $100 gift card?

Per the terms and conditions for the member bonus card:

Member Bonus Card cannot be earned on purchases of online used gear, REI classes, day tours and events, REI Adventure Travel, shipping charges, return labels, exchanges, memberships, passes/tickets, shop services, rentals, gift cards, back-ordered items or on Corporate & Group Sales purchases.
