Biking in Minnesota just got better.

E-bikes are increasingly popular for people looking to commute to work, run errands, or enjoy the outdoors without a car. But people of all income levels should be able to access and enjoy this form of low-carbon transport.

In May 2023, the Minnesota legislature passed HF 2360, a statewide e-bike incentive program that would cover up to 75% of an e-bike's price, offering up to $1500 in savings for Minnesota residents. Credit rates vary by income level in order to equitably expand access to e-bikes for people in the state. This win affirms Minnesota's role as a leader in expanding electrical bicycle access for all.

HF 2360 was introduced by Representative Lucy Rehm to encourage the use of e-bikes in Minnesota. The bill creates an income tax credit that individuals can apply for prior to their e-bike purchase, noting the Minnesota retailer they will purchase the e-bike from. The program is designed so that a customer would bring their credit certificate to their retailer to receive their credit at time of purchase. After the fact, the retailer will receivs a reimbursement from the Department of Revenue. Thus while it is a credit on income taxes, it is not actually claimed as part of income tax filing and functions more like an instant rebate against the price of the bicycle.

This statewide point-of-sale incentive program covers 50-75% of the bicycle price, depending on the customer’s income. The maximum incentive amount is $1,500 per person, or $1,500 per spouse in a joint-filing household.
