This jacket definitely blocks the wind and allows for a minimal amount of layering. I had babied the jacket because I have dogs and was afraid dog hair would be a nuisance. Doesn't stick!
I would redesign the collar to come up a bit higher and tighter but that's a personal peeve with most jackets. Otherwise buy with confidence.
