I purchased these bags to keep my rain gear and laptop in. They are rubber coated, and have a water resistant zipper that gets covered by a water proof flap. In all this makes them one of the most water proof bags on the market. My Thinkpad laptop fits nicely in the bag, as well as a few other things.
The mounting mechanism can be adjusted to securely fit most racks. Once mounted, push one button and easily remove the bag. The bags also have a small carrying loop at the top of the bag that makes them easy to carry when removed. In all my only complaint is the ugly color, and the fact that like most cycling gear, they do not put enough reflective material on the bags. For a slightly larger version of these bags see the more expensive version of the same bag.

I used this product on the White Rim Trail in the Canyonlands National Park in Moab UT. It performed great. Holds lots of gear. Durable material and workmanship. Also it's waterproof. Would work great to haul your stuff if you bike commute to work also. Easy to remove from the rear rack and it's secure. The trail was bumpy on the White Rim and the panniers never budged.

These bags are light and waterproof -- pluses for any application. They also have a convenient and effective attachment mechanism (although it's neither quite as convenient nor quite as effective as Ortlieb's).
On the downside, the little handle loop is not comfortable (definitely worse than Ortlieb's) and the bags will not stand up on their own while empty. Also, these bags are not as rugged as Ortliebs (the flip side of being lighter).
The zipper cuts both ways. It means you can't overstuff the bag like you can with a rolltop, so that's a bummer for commuting. But it also means you can easily get into your bag without removing your tent/sleeping bag from the top of your rack, so that's nice for touring.
Bottom line: these aren't great commuting bags, but they're pretty nice for touring.
