I've used this as a VERY thin shell, and beyond that you'd likely be disappointed and cold or wet. I bought this originally because the tag from Brooks described it as wind and water resistant. Living in Northern Illinois, we rarely get wind that is less than 10 mph. Anything that is greater than this or more than a spit drizzle and this jacket doesn't cut it. I've run in Seattle and Upper Michigan as well and don't see it fitting these climates either. Maybe more of a Southern CA or FL runner would get to use this more than a month out of the year.
On a few shorter test runs of 4 miles, I used it in a steady ran, and water soaked through to my skin within 15 minutes. I then used it on a drizzle and it faired much better. It proved to be a good shell for water resistance without having to wear something heavier when the day didn't call for it.
This is a second jacket, not the one you'll grab if the temp is lower than 50, or the wind and rain constant. On the positive side, unlike many shell jackets, this one is built specifically for running and functions comfortably for this.
