I purchased this product because of the price. I figured for the amount of money I could be spending on other similar products, I could get 2 sets of these.
I commute, 7.5 miles one way. I'm a size 12. I'm not on the bike to very long. I dont like cold feet though. I figure I can handle what little moisture, if any, would seep into and through the neoprene and it would not be to incredibly fatal for me or the ride.
These are good little boots for the money. I've put a lot of miles on them and now, after a few years they are starting to rip and tear and fall apart. That's fine. For some products twice as much at the register, these suit my purpose and do a fine little job. They offer some moisture resistance, but are not water proof. They keep my feet warm in cold weather.

We've had a range of typical fall and winter weather here on the North Coast and the Neo Protect covers perform admirably in most conditions. Big caveat: These results are with a pair of Giro Road shoes and Shimano 105 PD-5700 SPD-SL Pedals and cleats. Riding on an old pair of too small shoes and SPD cleats and pedals and the mass of metal and much higher thermal conductivity that comes with such a set up, my feet would get cold within the first 3-4 miles in 20° weather.

The ride to work is 8 miles one way and takes from 30 to 45 minutes depending on traffic, lights, wind speed/direction and how fresh my legs are feeling. That means adding between 12 and 16 mph to any windchill factor in calm or headwind conditions. With a pair of thin wool socks beneath some SmartWool Lite cycling socks and sufficient layering on the rest of me, the coldest ride of the season on New Year's Eve at -3 degrees F was comfortable. With calm to trailing winds, that translates to somewhere between -15° and -20° average windchill, with short bursts of nearly -26° on a few downhill stretches. My toes did get cold after more than 7 miles of riding that night. Your results may vary, as my feet have been frostbitten so many times from young days at the ice rink that circulation might be limited, and your feet may not get as "clammy" as mine do, especially after drinking coffee. The lack of breathability in the Neo Protects is likely the biggest contributor to my cold feet, because once there is sufficient moisture trapped in the boot, my feet do not generate enough BTUs to counter the heat lost during rides in single digit temps or windchills.

The Neo Protect covers kept me warm on both wet rides this year, but dry on just one. During a heavier rain, water seemed to work its way through the seam in the very front of the cover, resulting in soaking wet shoes, socks and feet. During the lighter, drizzly ride the Neo Protects did indeed keep everything warm and dry.

For the money and my typical ride conditions, these can't be beat. They have some stretch, which make getting them on and off a breeze, especially with the side-situated velcro closure, but are not completely form fitting, which is a good thing, as there is stretch enough to accommodate bigger calves/ankles and extra pant layers, but with enough rigidity in the neoprene that they form little air pockets above the straps on my shoes that probably help keep things toasty warm in cold weather. Remember, these are shoes that are also thermally isolated from cold cranks and pedals, and I don't think any shoe cover can trap enough foot heat to offset whatever cold might crawl into your foot by way of a big old chunk of frosty metal bike pedal if that's the set up you're riding.
